MISSION

The Scholastic Journalism division provides a liaison between secondary school journalism teachers/media advisers and college-level journalism educators. Members are often student press association directors who run summer workshops, press days and conferences. Some primary concerns include journalism education standards, teacher training and student free expression rights. Through programming and other initiatives, the Division works to support its members and stimulate interest among others in regarding issues and trends in scholastic journalism.

Article I: Name and Purpose
Section 1.
The name of this organization shall be: "The Scholastic Journalism Division of the Association for Education in Journalism and Mass Communication."
Section 2.
In all instances in which the intentions and purposes of the Association for Education in Journalism and Mass Communications are clearly defined, the Constitution and by-laws of said organization (hereinafter referred to as
"AEJMC") shall take precedence over those of this Division.
Section 3.
The objectives of the Division in teaching, research, and professional freedom and responsibility are set forth in a statement filed with the Executive Committee of AEJMC. It shall be the responsibility of the officers of the Division to plan a program, and nothing in this section shall be interpreted as restricting the officers of the Division from planning and carrying out supplementary activities related to scholastic and collegiate journalism.
Article II: Membership and Dues
Section 1.
Membership in the Division shall be open to those engaged in scholastic and collegiate journalism education who meet the qualifications for membership in AEJMC and to educational or professional organizations related to the subject areas of the Division.
Section 2.
The Division head shall have budget authority and maintain the fiscal stability of the Division in accordance with AEJMC constitution and by-laws.
Article Ill: Officers
Section 1.
The officers of the Division shall be as follows: chair, vice chair and secretary/newsletter editor.
Section 2.
The vice chair and secretary shall each be elected and shall each serve for two years following his or her election. In the event of a vacancy in any of these offices, the Division chair shall fill the vacated office by appointment, and the appointee shall serve for the unexpired portion of the term of his or her predecessor in said office.
Section 3
In the event of a vacancy in the office of chair, the vice chair shall immediately and automatically succeed to the office of chair and shall possess all the rights and responsibilities of that office. The successor, in the circumstances herein described, shall be fully eligible for a term as chair in his or her own right upon completion of the term of his or her predecessor.
Section 4.
A candidate for office shall be deemed "elected" if he or she receives a simple majority of votes cast for the office for which he or she is a candidate.
Section 5.
Upon the successful completion of an elected term of office as vice chair, the holder of that office shall automatically succeed to, and possess all the rights and responsibilities of the office of chair. His or her term as chair will begin October 1 of the election year.
Section 6.
The officers and committee chairs shall constitute the Executive Committee of the Division, which shall be vested with the authority to govern the Division and to direct its affairs. The chair shall serve as chairperson of the Executive Committee.
Article IV: Duties
Section 1.
It shall be the duty and responsibility of the officers to plan and carry out a program designed to accomplish the stated objectives of the Division. The chair shall preside at all meetings of the Division or Executive Committee, when present. He or she shall also preserve order, enforce the constitution and perform all duties of a presiding officer. The chair serves as program chair for the annual convention.
Section 2.
It shall be the duty of the vice chair to be responsible for program planning for a midwinter meeting and to appoint such people as necessary to coordinate such meeting. In the event of a vacancy in the office of chair, the vice chair shall assume the title and duties of that office until a new chair is chosen at the next regular election. The vice chair shall preside in the absence of the head at meetings of the Division or the Executive Committee.
Section 3.
The secretary shall conduct such necessary Division correspondence consistent with by-laws, as prescribed by the chair. He or she shall provide both members and non-member friends with receipts for any funds received as fees, gifts, contributions and/or special assessments per instructions from the Division chair. He or she shall coordinate membership drives. He or she shall serve as editor of the Division's newsletter including having it printed and mailed in cooperation with the chair.
Article V: Voting
Section 1.
Each regular member of the Division shall be entitled to one vote in each election, and to one vote on all issues or proposals presented at an annual or special meeting of the Division.
Article VI: Meetings
Section 1.
The Division's main business meeting shall take place at the annual AEJMC convention. Business meetings may take place at the midwinter meeting for specific business as outlined by the Division chair and announced in the agenda for such a meeting.
Article VII: Committees
Section 1.
The Division chair may, for reasons that he or she deems valid and sufficient, create either standing or special committees, and designate the chairs and members thereof.
Article VIII: By-laws
Section 1.
Such by-laws as may be deemed necessary to enable the Division to function effectively may be introduced by any officer or member, and must be presented to all members through the Division newsletter or some other communication medium. The proposed by-law or changes in existing by-laws must be approved by a majority of the members present at the business meeting taking place at the AEJMC convention or through special election by mail to all members at which said by-law or by-laws are presented for adoption or rejection.
Article IX: Amendments
Section 1.
This Constitution may be amended by the affirmative votes of two-thirds of the members participating in the convention Division business meeting at which a proposed amendment or amendments is or are presented for action by at least two weeks before the meeting at which the amendment or amendments is or are presented for consideration and action.
